Senior Contracts Manager

Position Summary

CUBRC, Inc. is seeking a Senior Contracts Manager in Buffalo, NY to report to its Vice President, Contracts & Legal Services. Job responsibilities will include cradle-to-grave management of contracts/grants and subcontracts/subawards administration; cradle-to-grave administration of solicitations, RFPs and proposals; administration of miscellaneous agreements such as consultant agreements, nondisclosure agreements, teaming agreements, etc.; creation and maintenance of contract/subcontract documentation in electronic and hardcopy media in accordance with ISO and CPSR requirements; maintenance of contracts/subcontracts database; support audits; other duties as assigned.

 

Job responsibilities include:

·         Assist with the training and mentoring of subordinate level contract administrators.

·         Provide cradle-to-grave administration and management of contracts--including government and commercial contracts--and all related subcontract activities, from proposal to closeout, ensuring compliance with applicable federal acquisition regulations (FAR) and other applicable laws and regulations.

·         Prepare, review, negotiate contracts and other miscellaneous agreements, such as nondisclosure agreements, teaming agreements, data use agreements, software licenses, and leases.

·         Provide government contracts support for audits by DCMA, DCAA and other entities.

·         Work with administrative, technical, and program management personnel on myriad of efforts

·         Interface with senior management

 

Qualifications:

·         Bachelor’s degree; Master’s degree a plus

·         JD with Government Contracts experience a plus

·         CPCM or DAWIA a plus

·         Must hold, be eligible for, or able to obtain U.S. Department of Defense Security Clearance

·         Excellent skills in MS Office (Word, Excel, PowerPoint, Access, Outlook, SharePoint)

 

Experience:

·         10+ years working experience with federal contracts and associated flow down subcontracts and consultants, federal grants, cooperative agreements, master service/research agreements and Other Transaction Agreements from proposal initiation to contract completion and closeout

·         Working knowledge of U.S. Export Control and ITAR regulations

·         Extensive experience with cost-type, research-and-development government contracts a plus

·         Hands-on experience administering government contracts, grants and other types of agreements containing FARS, DFARS, HHSARs, OMB Circulars, and other agency acquisition regulations

·         Direct cradle-to-grave proposal experience from solicitations/RFPs through contract negotiations

·         Experience leading a team; interfacing with senior management; interfacing with technical and program management; and, interfacing with customer and partner counterparts.

Salary Range: Commensurate with education, experience, certifications, and clearance.
